The Rapid Recovery Plan Program was started by the Commonwealth as part of the Baker-Polito Recovery Plan to revitalize downtowns and respond to the effects of COVID-19 on local businesses. Utilizing our award-winning downtown diagnostic framework, we were engaged to support the design and management of the program. The program will help ensure communities have data-driven plans to guide recovery efforts.

Too frequently, the tendency in downtown planning has been for individual downtown communities to develop discrete plans that exist in a geographic vacuum. We supported the County in developing a multi-downtown plan that identifies shared challenges and advocates for a shared approach to downtown revitalization. The process involved an even-handed approach to ensuring that there was meaningful and equal engagement from every downtown in the county.
